Couple’s raised garden beds draw neighbours’ ire in British Columbia

The Hugelkultur garden created by Jess Thompson and his partner Cindy Quach on their rental property has attracted complaints from neighbours and a bylaw infraction letter from the city citing piles of bark mulch and manure.

After several inspections by bylaw officers, the city says the property is not in compliance with the Unsightly Premises Bylaw, according to Jas Rehal, manager of bylaw enforcement.
